The vote went rather bad for us. A solid PPE/ALDE majority voted out key-sentences of the draft and introduced new paragraphs. Interestingly, PPE did not support many amendments, which Alain could accept as good points or compromises, tabled by their former ECON coordinator, Mr. Karas.

While Community legislation regulates the cross-border delivery of financial services in the banking, insurance and investment fund sectors, there is as yet no such Community legislation at all covering the second pillar of retirement provision (occupational retirement systems). The Commission, in October 2000, proposed a Directive (co-decision), which aims at ensuring Europe-wide operation of such schemes under common rules.

[fr] Adoption du rapport sur la concurrence
The report was adopted with 315 : 32-17 votes after heavy amendment in the Plenary. Despite some critical paragraphs retained or added. Majority of Green/EFA group voted in favour because of crucial points maintained/ added. ELDR and PPE tried to further weaken the already weak (due to the same strategy of the same groups in EMAC) draft report. Most attempts failed by a close vote with a permanent split between the right side of the house (including Liberals) and the left (PSE, Green/EFA, GUE).

The report of Mrs. Honeyball (PSE/UK) has been adopted in a roll call vote by 239 : 196 : 39 votes with Green/EFA, Liberals and most PSE voting in favour, PPE and others voting against.

this is to inform you that the vote on the report Jonckheer (Taxation of Energy Products) went very well. The report was adopted by 386 : 113 with 41 abstentions.

[fr] Conservatives ? with the help of GUE and a Liberal ? voted down proposals to promote renewable energies
In a close vote, the PPE, supported by some deputies from the far right, the GUE and sometimes (one) Liberal, voted down all amendments of the Green/EFA rapporteur Pierre Jonckheer on the proposal for a Council Directive restructuring the Community framework of energy products and electricity.

Alain's opinion (for LEGA) on the environmental liability with regard to the prevention and remedying of environmental damage has been rejected today in EMAC by 3 votes in favour, 11 against and about 20 abstentions.

Debriefing on the Herzog report : Services of General Interest
[fr] An improved, however still not strong enough message
The Parliament today adopted the report in a roll call vote by 383 : 123 : 13 votes. The vast majority of Green/EFA voted against despite considerable improvements - not at least due to the adoption of key Green/EFA amendments - compared to the original report presented to the Plenary. The overall message of this purely indicative report, however, should have been stronger and less biased (which goes in some instances as far as contradiction).
